After a competitive tender for its outsourced recruitment services, Luton Borough Council has awarded Carlisle Managed Solutions, its incumbent RPO provider with a new 7 year contract.
Carlisle has received national recognition for the recruitment services it provides Luton Borough Council. In 2008 it was heralded by the Audit Commission as an example of best practice, and this year it was a finalist in the GO Awards for Excellence in Public Procurement. Providing recruitment services to the Council since 2003, Carlisle currently manages all its recruitment of temporary and contract staff which covers a very diverse range of jobs from kitchen assistant to solicitor.
This re-appointment will be extending Carlisle’s responsibilities to include: selected permanent recruitment including search and select for senior roles; establishing controls in the use of contractors; greater involvement in workforce planning and, through a partnership with Tribal, delivery of Luton’s recruitment advertising services. This, in effect, means that Carlisle can offer Luton a one-stop shop for all its recruitment services.

The council is very committed to supporting its community and the new contract also sets fresh targets aimed at boosting the local economy. Carlisle have committed to putting more local people into local jobs as well as using local SME’s and other organisations for its recruitment.
The new contract starts on 1 September and also offers a bolt on facility for members of the Central Buying Consortium and the Regional Improvement and Efficiency Partnership East.
