Public Sector budget cuts highlight the importance of local authorities working together

October 5th 2010

Research by Carlisle Managed Solutions has found that if the expected level of job cuts in London materialises, the Boroughs could collective save over £126 million by working together to pool their resources and redeploy workers in a co-ordinated approach.

This was the subject of a round-table discussion and an opportunity to discuss the impacts, challenges and issues faced.  The event was attended by HR practitioners from many London Boroughs and local authorities from the south east of England.

The group surveyed revealed common challenges and views.

  • 57% of authorities are currently working in partnership with other authorities including in areas such as learning & development and executive search
  • 100% of those surveyed would consider it useful to work in partnership with surrounding authorities
  • 82% cited greater efficiency, economies of scale, strength in negotiation and better redeployment opportunities as achievable benefits
  • All those surveyed were already facing known budgetary restrictions with only 60% understanding the probable levels at this time
  • 80% expect the impact of reductions to be apparent within 6 months, with all participants agreeing there will be a headcount reduction in their organisations.
  • 60% of respondents agreed that the cost of a single public sector redundancy averages £18,000
  • 75% agreed administrative and back office staff are most under threat with supervisory and middle management roles also at risk.
  • 60% do not currently have a strategy in place to support the retention of talent within the Public Sector with only 20% indicating that a strategy is currently being developed.
