Luton Borough Council required a partner to manage resourcing and ensure vetting/compliance standards are consistently met, equality of employment terms and conditions were achieved, the costs of recruiting were reduced and the Council became recognised as an ‘employer of choice’ in the area.
Due to the diverse range of roles, a complex supply chain of recruitment suppliers had developed and the Council needed external expertise to gain control. This included implementing standardised procedures for Hiring Managers, standardising recruitment agency margins, regularly auditing agencies to ensure legislative compliance and through technology, having visibility of total temporary recruitment spend across the Council.
