The solution was implemented in a phased manner to fully investigate the needs of the Council and apply the best resourcing approach. This allowed the Council to get control of resourcing spend, improve compliance, gain buy-in from the Hiring Manager population, ensure local SME suppliers were not adversely affected and ultimately ensure the resourcing model hired the best available talent.
Since implementation, the Carlisle solution has continuously evolved to meet the Council’s changing resourcing needs. It is now a highly flexible model for all temporary, interim and executive permanent resourcing. The service is provided by an Account Manager and an embedded team of seven consultants. The service includes workforce planning and demand management, which ensures robust sign-off procedures are followed before resourcing the role. The team also administer a database of ‘ready to work’ labour that have either worked for the Council previously or have the necessary skills and cultural alignment with the Council.
To source candidates, Carlisle selects and audits recruitment suppliers based on their ability to provide quality, legislative compliance and cost efficiency. The supply chain management approach aims for 100% fulfilment and adapts to the availability of candidates by each type of vacancy. This has successfully ensured that even ‘hard to fill’ vacancies such as social workers, carers, professional and technical specialists are resourced. The Carlisle team ensures screening processes and reference checking is properly followed by the supply chain.
Acknowledging the expertise and cultural alignment between Carlisle and the Council, the service has also been extended into other areas such as employer branding strategy, recruitment advertising design, market rate salary surveys, consultant resourcing and project work.
