Luton Borough Council has around 9,000 employees and is located in the commuter belt to the north of London. When the Council became a unitary authority in 1997, it took on responsibility for social care of the elderly and children and the provision of educational services. This meant an increase in resourcing budgets for temporary and interim staff and greater overall accountability for public service delivery in Luton.
